Open and read Wisconsin’s Long-arm Statute. This statute explains under what circumstances you can sue somebody in a Wisconsin state court (as opposed to a federal court, or a court in another state). For example, (1)(b) lets you sue anybody who lives in Wisconsin. (1)(a) lets you sue anybody you can find within Wisconsin if you serve them while they are in the state (even if they live somewhere else).
