constitutionally could not become a major force in social welfare.” What is the
sentiment in the contemporary United States about the federal government as a
major force of social welfare? How does this compare to the sentiments in
before and during the Great Depression? How have things changed? How have they
stayed the same?
2. In the 1960s, automobile accidents and the Vietnam conflict
led to substantial increases in the number of Americans with disabilities. The disability movement took off after the enactment of the Rehabilitation Act of 1973. What is similar between the plight of veterans with disabilities in the 1970s and contemporary veterans? What gains have been made in access to health care, employment, opportunities, and a decrease in discrimination? What needs still exist? What disabled populations still have unmet needs?
