The sex abuse scandal and tragedy at Penn State University reflects several weaknesses in the child welfare “system” of the United States. Many factors conspired against the child victims, including:
The reluctance of victims, especially boys, to disclose sexual abuse.
The failure of adults close to the victims to notice or inquire about their well-being.
Ambiguous state reporting laws which require “mandated” reporters to notify their supervisors or state authorities but “allows” non-mandated reporters to report abuse.
Secrecy inherent in male-dominated, closed cultures.
Denial and fear of homosexual activity in a “macho,” hyper-masculine culture.
The best interests of children are weighed against the best interests of the institution.
The presence of powerful, respected figures.
As child advocates, we must learn from this situation in order to advance the cause of keeping children safe.
