Background information

Objectives need to be defined in clear concise sentences that describe the value that the program will bring to the organization.
Deliverables must describe the tangible service or products that will be produced. Make sure that they can be measured and it is clear what the organization will have when the program / project is done.
Stakeholders need to be defined for the program/project team, the sponsor and the consumers of the product or service.
Roles and responsibilities need to be defined. You may not know all the roles initially.
Assumptions will need to be made. These are items that need to be present to ensure that the program/project can be accomplished. An example of an assumption is, “All required project management resources are able to start on XX/XX/2022.”
Communications plans have to be developed that describe type of communications, timing, and recipient of the communications. These will change as the program/project progresses.
Risks for the program/ project need to be identified. Risk are items that COULD happen in the future. They are different than issues. Risks need to be described using an “If / Then” so If XXXX happens Then this is the impact. An example is “If funding for the laptop equipment is not secured by XX/XX/2022 then the developers will not be able to start coding on time and the project delivery date will slip day for day with each day the funding is delayed.”
Boundaries of what is in scope and what is not in scope need to be identified. Remember programs/projects are defined sets of work and have a start and end date with a specific set of deliverables produced as a result of the project.
Decision-making steps should be defined. Keep in mind you may need someone to break a tie if there is a significant decision that the team cannot come to an agreement on
