methodology you have used in identifying and understanding the problem
in order to prepare this report) – a key part of the latter part will be
identifying and positioning yourself so that the reader knows who is
preparing this case report on behalf of this cause or the affected
population group and who is the primary holder of unfulfilled human
rights obligations in this empirical situation.
Cooperation with human rights
mechanisms:

Scope of local, state, domestic
and international obligations (what human rights obligations are
relevant and should apply to this problem?)
Policies (what of these are
in place to support the realisation of human rights concerning
this problem?)
Institutions and human rights
infrastructure (what of these are in place to support
the realisation of human rights concerning this problem?)

Extent of implementation (e.g.. achievements made in recent times (if any),
best practices which have emerged (if any), challenges and constraints
faced by government)
Recommendations (e.g. capacity building, technical assistance,
strengthening of local, state, national and/or international priorities,
etc.)
Appendix (please limit your appendix to references or a
bibliography).
