What key factors for evaluation mechanisms fostered improved engagement, comprehension and translated into measurable goals?

Please use only scholar peer-reviewed based articles/books/documents.

The purpose of this study is to evaluate existing community planning/design projects results for effectiveness in adequately preparing communities for long term impact, planning and engagement. It specifically focuses on the ability to convert project outcomes into sustainable impacts by taking a closer look at the methods, techniques, and monitoring put in place to carry out the programs (nonprofits, interagency, government, universities, etc.).

The Questions I Hope To Explore:
How can marginalized populations leverage local knowledge, build capacity and foster resilient communities through a collaborative, community design process that will improve transparency, engagement and deliver sustainable impacts?
How can the initial methodology and planning for community designed projects improve in order to increase the longevity of a solution’s real-world impact?
What key factors for evaluation mechanisms fostered improved engagement, comprehension and translated into measurable goals?
Evaluate correlations between the level of transparency and access within the design and planning process to its impact on successfully completing project goals
Provide systematic and programmatic measures to develop a Theory of Change(TOC) that aims to maximize the longevity and potential impact from community design and planning projects

Paper Outlne:
“Background Focused-Sections”
First Section: (7 pages)
Need a literature review that discusses community design and planning, the history, theories why it is important and point out the gaps presented in the literature regarding lack of success of impactful projects. How does community planning & design impact sustainable and resilient communities

Emphasize the importance of planning in order to create long-term impact. Identify some reasons why community planning projects may not be successful or still not have impact.

The role & importance of community design and planning in low income, minority and disadvantaged communities. Discuss areas where community design and planning can improve these communities. Discuss where community design and planning has still fallen short with providing access, opportunities, resources, stability, sustainability, etc. to low income, minority and disadvantaged communities.

Second section: (3 pages)
Need section in literature review on what a Theory of Change (TOC) is, historical components, how it is useful, and how it can be used in improving community planning and design projects

“Methodology Focused-Sections”
Third Section: (2 pages)
Need a literature review discussing method-based case study, why it is a useful technique, and how it can be a successful tool for community planning and design projects.
Define and review literature for conducting interviews, surveys, and reviewing program documents for case study

Fourth Section (5 pages)
Need a section that discusses different techniques for Analyzing qualitative research methods. Identify and define the difference between qualitative and quantitative data in case-study research. For the purpose of my research, information collected from interviews, focus groups, and surveys will use Strauss’s method of coded values to analyze the data from case-study. Provide literature review on the Constructivist approach and Grounded Theory coding method by the authors Strauss & Corbin (1998), levels of coding, why it is important, how it could be useful for community planning and design. Why is using coded-values useful to evaluate qualitative data
