Writing Memo

Prompt:
The memo must briefly and concisely summarize the arguments within a debate.
You can decide which debate to discuss (there are usually a few different debates within a set of readings). You do not need to summarize all the readings. Rather, the memo should discuss the logical (in)consistencies of these arguments; presents empirical evidence to contradict or support a theory or set of arguments and uncover the practical implications of this analysis.
The memo should introduce the following:
debate
elaborate on several analytical points
discuss specific cases
teasing out policy implications
raise both an analytical and empirical question for further exploration.
