• TOPIC CHOICE #1 ~ Many people incorrectly assume that our Founding Fathers spoke
with one voice in favor of ratifying the constitution. In truth, the debates between
Federalists and Anti-Federalists over whether to ratify the U.S. Constitution at all were
very heated. James Madison spoke eloquently in favor of ratifying the Constitution,
saying, “It is necessary, for the preservation of the Union, that this power shall be given to the
general government.” Patrick Henry, the noted Virginia delegate to the Constitutional
Convention, opposed a federal form of government in the United States. Henry believed
the original idea of a Republic to be in danger, saying, “it arises from a proposal to change
our government, a proposal that goes to the utter annihilation of the most solemn
engagements of the states.”
” The basic disagreement boils down to one man’s belief
(Madison) that a federal government is good in nature, where the other (Henry) believes
