Scenario
You are a DHS intelligence analyst. You are reading the Thursday morning’s message traffic and a report catches your attention.
Fictional (But Representative) Federal Law Enforcement Report:
Title: Clandestine Drug Tunnel, Discovered on the US Southern Border
Details: As a result of US Federal and San Diego PD raid, a secret underground tunnel was shutdown. The tunnel, equipped with electricity, lighting, hydraulic doors, ventilation and a rail system used for smuggling drugs between a San Diego industrial park and Tijuana, Mexico, officials said on Thursday.
The tunnel zigzags a length of nearly 600 meters linking warehouses in Tijuana (Vic Grid AB 123456) and a San Diego industrial park (Vic Grid AB 134478).
Analyst Comment: A 600-meter long tunnel requires hundreds of thousands of labor-hours and millions of dollars to complete.
Border control and drug enforcement agents seized more than 19,000 pounds of marijuana, 500 pounds of cocaine, two (2) million dollars in cash, five (5) million counterfeit dollars from the tunnel, in addition to hundreds of small arms including assault rifles, hand grenades, tons of explosives, a rented warehouse where the passageway ended on the U.S. side and arrested three men arrested in a night raid on Wednesday.
Analyst Comment: Industrial area, populated with several nondescript warehouses, provides good concealment for trucks being loaded with drugs/weapons.
HUMINT Source (CI 2345187) reporting provided intelligence leading to the raid. Source went on to say that, the Sinaloa drug cartel is believed to have built and operated the cross-border tunnel. Local host nation authorities are allegedly aware of tunnel and associated criminal activity. Cartel allegedly is collaborating with Hezbollah agents from Venezuela to move weapons across the border.
