Garden City has a population of 200,000 people. Garden City is considered a suburb
of Smithville, a large city in Upper New York State. The City is divided roughly in half
by a river that can be crossed using 3 different bridges to get from one side of the
city to the other.

East Garden City was, until the 1980s, farmland, but at that time affluent Smithville
residents began looking to move to the suburbs and developers saw East Garden as
a great commuter neighborhood. East Garden City has many residential
neighborhoods of single-family homes and a shopping mall which employs many
people from both East and West Garden City. It has 2 elementary schools, a middle
school and a public high school. The average family income in East Garden City is
$80,000.00 per year.

West Garden City is mostly row homes that were built immediately after World War
II for returning veterans and their families. In 1952 the Dandy Toy Factory was
opened in West Garden and was so successful that it became the largest employer of
West Garden City’s residents. Unfortunately, Dandy Toy couldn’t keep up with its
competitors who imported their products from China, and in 1995 Dandy closed its
doors, leaving 3,200 West Garden residents without employment. West Garden has
3 elementary schools, a middle school and a high school. The average family income
in West Garden is $11,000.00 per year.

At the present time the unemployment rate is East Garden is about 4% as most
residents commute to Smithville for work or are employed at the shopping mall and
in the East Garden school system.

The unemployment rate in West Garden is 11% as Dandy Toy had been the only
industry in that part of the City. Many of the small businesses such as supermarkets,
drug stores, dry cleaners, restaurants that made their living from the Dandy Toy
employees have closed, resulting in even more unemployment. Residents who want
to work in Smithville must either own a car or take 3 different busses to get to that
location.

The violent crime rate in East Garden has been quite low, with only 4 murders in the
last year. There are, however, many property crimes at a rate much higher than
national average. Most property crimes involve car thefts and muggings, but lately
the shopping mall has experienced a great deal of vandalism. Drugs have also
become a problem in East Garden, especially heroin use among teenagers.
Violent crime in West Garden is a serious problem. In the last year there were 22
murders, mostly gang related as West Garden is home to 2 rival gangs. Street-level
drug dealing occurs on many corners. The high school drop out rate is high and
several of the neighborhoods are run-down and overcrowded. While 2 shelters
work constantly to care for the homeless, there aren’t enough resources to care for
the homeless so many live on the streets. Property crime in West Garden is mostly
vandalism although occasionally there are break-ins and arson crimes reported. The

paint over or remove graffiti.
