1.)Recently, the Canadian government has announced it is considering enacting a “carbon tariff” – the idea of taxing imports from countries with higher levels of per-capita carbon emissions. It is claimed that this would not only be a means of generating revenue, but also help fight climate change. However, some commentators on the idea of carbon tariffs have dismissed them as “nothing more than protectionism in a green suit”. Using your knowledge of economics, mercantilism as well as Canada’s National Policy of 1879 as a case study, discuss whether you would be for or against such a tariff. (Hint: you may wish to bring in some of our class discussions on fur, fish, and bison as well).
