Please choose only 1 topic from the 2 topics listed below and write an essay of max 1,000 words on this:
1. Describe the key features of top-down vs bottom-up health sector governance and discuss the relative
merits of each approach in relation to the containment of COVID-19. Support your answer with
examples from one or more countries of your choice.
2. In early 2021, the WHO published the SCORE global report, which provides a rapid assessment of the
quality and reliability of health information systems in 133 countries. The report showed that, in the
African region, only 10% of deaths are registered and the cause of most reported deaths is unknown.
How can we explain these gaps and what are the health policy implications?
