What extent should EU authorities intervene in member state decisions in such matters?

Governments in Hungary, Poland, and other EU member states do not recognize (and indeed undermine) LGBT+ rights that are recognized elsewhere, for example by banning same-sex marriage (see the Coman case), prompting concern within EU institutions. Meanwhile, in Canada, federal authorities have not opposed Quebec’s bill 21, which bans the wearing of religious symbols such as hijabs, yarmulkes, and turbans by Quebec teachers (except, after a recent court decision, those employed by English-language school boards), police officers, and other government employees in a position of authority. (Just as bill 21 is popular in Quebec, captured by the BQ slogan “Quebec knows what’s best for Quebec”, so too the government positions in Hungary, Poland, and elsewhere are popular within those EU member states.) Referring to readings in this course, to what extent should EU authorities intervene in member state decisions in such matters?
