In the wake of the COVID-19 pandemic, the need for higher education institutions to digitally evolve has moved to focus on online environments and course delivery. The greater use of cloud computing and delivery allows for an easier scalability of course offerings and onboarding more students while providing more offerings to them. This paper aims to provide an overarching strategic plan in which to implement a smart and secure cloud system that provides a beneficial educational experience for students while protecting their data and the university’s technological integrity. This paper will break down the strategies and tools that can be used to successfully migrate key systems in the higher education experience. It will also structure a framework for specific university services that provide elastic, flexible, and cost-effective cloud deployment. A case study will be done utilizing the City University of Seattle since this campus provides both on-ground and online programs across multiple campuses and in numerous countries. The foundational technology will be Amazon Web Services (AWS) to help provide key recommendations based on the institution’s specific needs and provide a scalable and comparable plan for similar institutions. This will help simplify the process for other higher education institutions to migrate to the cloud. Area looking at migrating are storage, compute, and networking.
