The inability to reach an international agreement on a comprehensive convention outlawing terrorism stems from a very basic disagreement as to how to define terrorism, or rather, what to exclude from the definition of terrorism. Instead of a comprehensive agreement, the international community has instead adopted a number of subject matter conventions that contain varying definitions of terrorism. Additionally, a number of draft conventions exist that also contain definitions of terrorism. Still, none of these definitions are universally accepted.
