Needs assessment (the problem)
Instructional goals and outcomes (what is the target)
Performance objectives (think in terms of what is required for learner’s mastery, what you want learners to do, what degree of accuracy is acceptable)
Assessment of learning outcomes (how will the learner’s understanding and mastery of content be assessed, think formative and summative)
