Should the public be held accountable for making false allegations against police officers?

Question 1: Not all hazards can be avoided but we can mitigate their impact. The first step in doing that is conducting an assessment to identify the “What-If’s”. Sometimes the potential hazard is easy to identify, such as a hurricane, other times its a matter of trying to predict what could happen. Describe the term “Black Swan” event. Give an example of an Black Swan Event.

As we have all witnessed in the past 20 months or so, policing is the center of attention. There are discussions about use-of-force and police accountability. There is a move in many jurisdictions to require police officers to deploy body-worn cameras. In fact, in NJ the Attorney General has required all police agencies to issue and use them and the State of NJ has passed legislation to provide the funding. The goal is to make police officers more accountable. If an officer is found to have reported the event inconsistent with the video, the officer may be disciplined. The discipline could mean loss of job and even criminal charges. On the other hand, when a citizen makes an allegation that a police officer acted in an inappropriate manner and the body-worn camera proves that account to be inaccurate, even an intentional lie, in almost every case, the civilian is not charged with making a false police report.
Question #2: Should the public be held accountable for making false allegations against police officers?

Technology exists where facial recognition capability can be embedded in those body-worn cameras. That capability would allow the camera to possibly identify a known terrorist, a wanted murder, a violent offender with a warrant, or a missing child, or endangered person. Some civil rights activists are pushing for police use of body worn cameras but they don’t want the public to face any negative impact of a false allegation or to use facial recognition with those cameras.
Question #3: Should the police be allowed to use facial recognition technology with their body-worn cameras? If so, should the usage be limited to serious crimes or terrorism?
