Crisis Negotiation Team

The chief has tasked you with preparing a crisis negotiation team for your department. She has asked you to:

Finally, discuss whether you think that the make-up and role of your team would change if your department was the San Francisco Police Department, which has an extremely large homeless population, many of whom suffer from mental illness, or if it was the Virginia Beach Police Department, which regularly reports one of the lowest crime rates in America?
