Traffic ticket quotas: Courtelaney Pass has their officers adhering to “ticket quotas” in that they have decided to give a certain number of tickets out in their city per month and their officers are evaluated according to this ticket quota. This issue of using quotas is important because it has perhaps contributed to an excessive amount of speeding tickets on the stretch of highway that runs from 55mph to 35mph in a 50-yard stretch.
