Should trade in African elephant ivory be banned
within countries?
In 1989, CITES ratified an agreement to ban all
international sales of elephant ivory. But in the
years since then poaching of elephants has, if
anything, increased. Over 30,000 animals are
illegally killed each year solely for their tusks.
Critics of the ban argue that it has created black
markets that provide powerful incentives to
poachers. But many conservationists argue that
poaching continues because most countries
continue to allow domestic sale of ivory.
Notwithstanding heated debate among delegates,
the International Union for Conservation of Nature
(IUCN) called for countries to close internal trade
of ivory in 2016, and the United States
implemented such a ban in that same year.

▶ What would be your position on this issue if you were the director of an
international conservation organization?
▶ What arguments would you muster to defend that position?
Some economists argue that if the harvesting and trade of elephant ivory
was privatized, businesses and governments would have strong
incentives to protect elephants. They cite the concept of the “Tragedy of
the Commons” as the root of the problem.
▶ How would you respond to that argument? How would you defend
your position?
