That says, if I download your program and run on any computer, it shall work. So, if I download your program from Canvas to my computer or any computer in the lab, and cannot run then either you did not use relative path to specify your href, or the files you submitted are bookmarks and not the real files. An easiest way to test if you submit the right files (and not bookmarks) and you specify the hyperlinks right is to download your program from Canvas to the school computer (not your own laptop) to test your program.
