For this task, you and the other members of your group are each taking on the role of the chief economic advisor to the environment minister in each of your countries. Together the group are preparing a report that presents economic analysis of major environmental problems faced within each of the group’s countries. The report should also discuss policy options for addressing those problems.

1. The group report should use economic analysis to analyse one or more environmental externality problems arising in the countries represented by the group members. Your discussion can focus on for example, pollution problems, environmental public good or open-access/common property resource problems. (n.b. The problems do not need to be problems that have country wide impacts, they could, for example, be problems faced by a particular community within a country and you do not need to analyse the same problem in all the countries represented in the report although you may find it easier as a group to address a common problem).

2. You should explain the policy implications of the economic analysis of the problems you discuss and describe the measures being taken or the policies you would recommend if different. Assess the effectiveness of any measures that have been taken.

3. Economic theory with diagrammatic analysis. Specifically, analysis explaining why external costs result in divergences from socially optimal levels of, for example, pollution and how government policy such as taxation can be used to address environmental externality problems

4. Diagrams, graphs, tables or other illustrations where needed and explanation of your analysis using concise English (cite any sources for added content). Graphs, diagrams and tables and references are not included in the word count.
