One of the areas that was established in the Constitution, and brought to life through use is the President’s role in the area of foreign affairs. Political Scientist Edwin Corwin noted that in the area of foreign affairs, the Constitution provides an “invitation to struggle.”
Please write a seven to eight page, double spaced, essay that examines this struggle in detail. As a part of the assignment, please set out the roles and powers of the president and the Congress in the area of foreign policy per the Constitution, and then explain how they have been brought to life through use, as well as balanced between the branches. As a part of this, please explore in-depth issues related to: Constitutional powers; Issues of Executive Power; the debate over the Neutrality Proclamation; the Monroe Doctrine; Wilson and his efforts to form a League of Nations; the use of Executive Agreements versus Treaties; and Commander in Chief versus the War Powers Act. Further, who (which branch) should take the lead in the area of foreign policy, and why? Lastly, are there limitations on this leadership? If so, what are they and why?
