In many law enforcement agencies and correctional facilities are no exception, there is the continuing problem of a ‘code of silence’ which raises questions about the extent to which heads of security agencies/correctional chiefs may pressure officers to remain silent even if they want to report misconduct.

Officers depend on each other for backup when their lives are in danger. In such an occupational context, it may be difficult to avoid the pressure to conform and put loyalty ahead of all other values.
