The paper should include seven major sections, in this exact order. Failure to follow these guidelines will negatively impact your score.
1. Title page
Title of the paper
Name of the author
Page number in the top right-hand corner (*APA no longer requires a Running Head)
2. Abstract
Between 150-250 words (no more, no less)
Writing tip: The first line of the Abstract is the only sentence that is not indented!
3. Introduction
Starting by using the title of the paper as the Introduction heading (not the word “Introduction” – it is bad writing form)
Background information on the topic/issue
Research question(s)
Justification for studying the topic/issue (i.e. relevance to public administration)
4. Main body
History of topic/issue
Academic research on topic (i.e., What does the literature say about the topic/issue? What factors influence the topic/issue?)
5. Conclusion
Implications of your research for public administration
Recommendations to policymakers and/or public administrators
6. References
7. Appendices
8. Must utilize a minimum of 20 peer-reviewed references, such as peer-reviewed journal articles or books. PLEASE TRY TO USE U.S

9. Grades will be determined by strength of arguments, accuracy of information, presentation, grammar, clarity of the paper, and professional look. In addition, students must pay special attention to typographical errors/sloppy mistakes, must not use contractions ( can’t ), and should limit direct quotes to 10% or less of the entirety of the paper.
