The purpose of this assignment is to challenge students to recognize and understand the relationship between social problems, social values, social institutions, client advocacy, and social change. Students will recognize and understand the historical, social, economic, organizational, environmental, and global influences that affect social policy. Students will also demonstrate knowledge about policy formulation, analysis, implementation and evaluation.

Introduction of Policy
Description of the Problem that Necessitated the Policy . Identify the specific problem that was supposed to be addressed by the policy that was enacted. (refer to Social Problem paper)
Literature Review of the Historical Background of the Policy: describe the social and economic status of the area and time period in which the policy was enacted and/or applied. Assume that your reader knows nothing about the locality, state, or region, providing a thorough description of the populace and historical context. The literature review should include historical framework for the chosen policy by identifying the historical problems that led to the original policy and provide a historical analysis on whether the policy was successful and what sources help support or oppose the given policy. This section is an analysis of minimally five scholarly sources. Students will want to refer to the literature review done in the Social Problem Paper assignment and synthesize the information you researched in this part of the paper. (see Model for Policy Analysis in Karger and Stoesz text)
Policy Description:Provide specifics on the language of the policy. How is the policy written specifically? What was it intended to do? How was the policy intended, or envisioned by the policy writers (assuming that information can be gleaned by the available research)?
Policy Analysis:Did the policy accomplish what it set out to accomplish? Did it actually solve the problem it purported to solve? Were there unintended consequences to the policy implementation process? Provide an overall summation of your analysis: was this a successful policy implementation or not? Explain your answer, using the available research to support your contention. What part of the policy analysis is most relevant to social work policy practice? What information might be missing from the policy analysis framework in Chapter 3?
Conclusion:
Students will also assess the policy through the lens of the Benedictine values, determine which values are reflected in the chosen policy
