A Strategic Intelligence Report is similar to a research paper as it is written to study, learn and analyze a given topic, group or situation. Strategic papers are generally longer and more in-depth than intelligence briefings and strive to identify long-term issues and trends within that topic, group or situation. They can be used for tactical, operational and strategic intelligence purposes and assists with future planning and direction to address a given situation or possible threat.
Instructions:
Step 1: Select an organized crime group (Ndrangheta in Ontario, Montreal Mafia, Hells Angels, Wolfpack or Chinese triads) or if you wish you may pick another group or a particular criminal activity (human trafficking). You are to prepare a report on how your Organized Crime group or criminal activity will be a threat to public safety in Canada in 2023.
Step 2: You want to answer the question : “How will your Organized Crime Group or criminal activity be a threat to public safety in Canada in 2023”?
Provide analytical support for your hypothesis. You spent the first half of the semester researching and assessing your sources, so you have the literature review complete.
Step 3: Collate your Information. For this assignment, I would like you to build your research around the eight Threat Measurement Criteria (CISC) used to rank Organized Crime Groups. Note that you may not be able to find information pertaining to every attribute – that is okay. If that is the case, then identify the intelligence gap and state that more information is required in this particular area.
Step 4: Analyze your Information and write a Strategic Intelligence Report. It is similar to an essay in that it has the following parts: Introduction – State your thesis topic. Body – Present your arguments. This is the body of the essay. Lay out the arguments for your position – this is where you say “This is what we know about the group thus far, this is what they’re currently involved in and this is what they have done”. Use the eight crime attributes as a guide. You may structure this section in any way you wish. Keep in mind that it should flow and make sense to the reader. After the analysis section, include any intelligence gaps and then provide a recommendation section. Your conclusion should be a summary of your report’s highlights. Remember that your goal is to show how your Organized Crime Group or activity will be a threat to public safety in Canada in 2023.
You may consider some of these questions when analysing your data:
Will the organized crime group/criminal activity grow to be more powerful/increase, or will certain factors hinder their efforts? Will other groups takeover? Will there be more targeted violence? Has the group been on the public radar lately? Is it increasing? Or will this group continue to operate unhindered because they continue to operate “under the radar”? Is it difficult to police this type of activity? Why? Is there any information that suggests they might be working with other organized crime groups? What are the implications of this? Are they engaged in crimes overseas that could potentially be brought to Canada? Will there be a change in the type of criminal activities they engage in? What is it and why do you believe this to be the case? Will there be a change in the command structure? Are high ranking or high profile individuals being targeted? What are the implications of this? If it’s a criminal activity – Are vulnerable people targeted? How likely are victims going to cooperate with police? Are suspects in Canada or is it based mostly outside of Canada? Also, you should address any safety concerns that could impact law enforcement and the public. For example, is the group now trafficking in more dangerous substances that could affect officer safety? Are there rising tensions between your group and rival groups that would suggest an increase in potential violence and risk to the public? What political factors or social issues might affect your group or criminal activity? Has there been any recent legislation? Again, what are the implications of this? The analytical assessment of your paper will be the most important section. This is where you tell people WHY this organized crime group or criminal activity is a threat to society. Be creative when thinking about issues.
Paper Specifications: 1800 – 2000 words in length (but can be slightly longer). This does not include cover page and bibliography. Please use APA sourcing style only. Please submit in MS Word format. Double Spaced 12 font. You may include photos for impact and the space used by the photo(s) will not be counted towards the page count.
