This section introduces the issue and provides relevant background information, including the history of the issue, events and actions leading up to the current situation, how the issue has been dealt with in other jurisdictions (e.g., other provinces, countries), the benefits and drawbacks of the current policy, and the Government’s actions and/or proposed actions to date.
You should reflect on key stakeholder interests, experts’ views on the issue, and what is possible given the institutional features of the Canadian state (e.g. federalism, the Charter, etc.). Your job is to (a) determine what information is relevant, based on your sources, and (b) present it in a clear, concise and accessible manner.
You should consult official government sources (e.g., Statistics Canada), scholarly books and articles, and press reports (quality newspapers, magazines, etc.). You must consult a minimum of 10 sources; there is no maximum number of sources –students who do more substantive research will be rewarded for their efforts.
