Fact situation:
Frank and Ernest work for a government contractor which provides meals to workers at a remote construction site. Frank is in charge of ordering materials/food for preparation. Ernest is in charge of pick-up and delivery.
Frank is married to Phyllis, the contractor’s office administrator. Frank and Phyllis have a side business of a café/sandwich shop in the nearby town. Frank asks Phyllis to prepare purchase forms that include extra food supplies, charging them to the government account. Frank signs the purchase forms. He then asks Ernest to deliver the additional supplies to the café on his way back from picking them up at the distribution center. Ernest is to be paid unauthorized over-time by Phyllis for the “extra work” Ernest does for the cafe. Ernest agrees to do this and gives Phyllis an idea how the extra mileage for delivery will translate into time spent “working extra”.
Sally, the contractor’s accountant, notices the historical amount of inventories and the new order charges don’t match up. She also notices the over-time Phyllis authorized for Ernest does not match the record on his time card. Sally goes to Phyllis about the discrepancies. Phyllis takes Sally to lunch at the café to “go over” the books. Phyllis tells Sally that if she will do her “accounting magic” to balance the books, Sally will get free meals at the café “forever”. Sally tells Phyllis, “That sounds wonderful”, and she and Phyllis then go back to work.
Sally immediately calls the government agency auditors/investigators when she gets back to her office. She tells the auditors everything she knows.
