In the United States, the vast majority of roads are public goods, meaning that they can be used by anyone in the country, regardless of how much money they contributed to building and maintaining them. Historically, most road construction and maintenance in the United States has been financed by taxes on gasoline. This created a system where road users paid for road upkeep…the more you drove on them, the more gas taxes you paid. The introduction of hybrid and electric cars threatens to completely upend this system.
For your assignment, you are to write a one page paper where you propose a change to how roads are accessed and/or paid for in a future where significantly less gasoline is used in driving.
