What happens when the right of one person to express herself or himself conflicts with the rights of another to be free from verbal abuse?

Assignment
One of the pillars of our democracy is freedom of speech, a guarantee promised by the First Amendment of the U.S. Constitution and designed to encourage the free exchange of beliefs and ideas and political debate.
The First Amendment reads, in its entirety, as follows: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.”
However, the fact that speech is protected by the First Amendment does not necessarily mean that it is always right, proper, and civil. What happens when the right of one person to express herself or himself conflicts with the rights of another to be free from verbal abuse? When the ideas expressed are racist, sexist, hateful, and otherwise offensive toward specific groups on campus, do universities and colleges have the right to censor and punish that form of speech? Are campus speech codes appropriate, or are they a violation of free speech?
In a well-developed, thesis-driven essay, take a position on this free speech issue: Should hate speech be censored?
