Advocate for a policy decision NOT taken during the period from the George H.W. Bush administration through the Clinton Administration, 1988-2008.

Format: A 2-3 page memo from a government official or private sector actor to a superior advocating in favor of action on a given policy. Each memo consists of:
1. ISSUE FOR DECISION: A one-three sentence statement regarding the action to be taken.
2. BACKGROUND: Several paragraphs of pertinent information/variables regarding the matter to be decided. This section explains why action should be taken and the pros and cons of the decision.
3. ACTION TO BE TAKEN. Bullet points outlining what specific action should be taken.
