Based on the scientific process and research of Edwards Deming, the plan-do-study-act (PDSA) 3-step cycle was devised by the US Institute for Healthcare Improvement (IHI) as a tool to measure outcomes of healthcare provided. During the 1950’s, Edwards developed the Deming wheel as a model that has been used in many different types of organizations throughout the decades.
