The U.S. pursued a non-interventional policy to avoid conflicts and forge for peace at the onset of World War I. On May 7, 1915, President Woodrow Wilson asserted of America’s pride to join the war while demanding an end to the passenger ships’ attacks just after the German’s U-boat U-20 sank the British liner RMS Lusitania (Neiberg, 2018). Wilson unsuccessfully mediated a settlement while the German complied. In the violation of international law, he cautioned that the U.S. would not accept unrestricted submarine warfare. The popular opinion that the U.S. should not join the war gradually shifted partly as a reaction to Wilson’s position of American participation in building the world’s safety for democracy, partially as German Americans vanished influence, and somewhat in reaction to the sinking of the Lusitania and German actions in Belgium.
In 1917, Wilson asked Congress to end militarization nature globally by entering the war, create the world’s safety for democracy, and call for a war on Germany (Neiberg, 2018). Thus the U.S. converted into an “Associated Power” rather than formalizing its membership in the Allies nations and sent troops to France after the enactment of the Selective Service Act.
