The requirement is for you to create a generic outline template or model of a program-level quality management plan or directive.
Background
Put yourself in the role of the executive-level program manager. If your practice of program management demonstrates a high level of maturity and follows best business practices, then your program should have a defined process or methodology for assuring quality deliverables. You want the members of your program team to use quality management tools and processes in a rigorous and routine manner.
Your Task

Program quality management statement: Define a quality management statement.
Quality assurance practices and processes: Define the implementation of the quality management practices (e.g., the quality assurance plan that enables quality management in the program).
Quality control tools: Select and explain the usage of the particular quality control tools that are pertinent to the case study assignment.
Be sure to address the following in the template or model:
Describe the purpose, intent, and contents of each section (typically a paragraph per section).
Include a description of the quality methodology that you propose to use, and provide a description of the purpose and intent.
Include a sample diagram, table, or other graphic portrayal of the tools that you propose to use, and describe the purpose and intent of the tool (typically a paragraph per tool).
