Should drugs be considered technology?

Many of our “greatest” professional athletes of the past 20 years or so have now admitted that they used steroids or other drugs to augment their body. Many others are likely still using the drugs because they see a benefit to themselves.
Maybe we have this wrong? Why are drugs any different than specially designed swimsuits that decrease drag in the water? Maybe we should allow any drug use that augments the body in professional sports after the drug has been shown to be safe if administered correctly (assume this could be determined).
Respond to this statement. Drugs should just be considered another form of technology that we employ to make athletes better than their biologically given body. What do you think?
