Scenario: As part of your recent promotion with Agency X, you have been researching your state’s process and policies related to release planning. After several conversations with national experts, you have the honor of being asked to serve as a consultant with a select group from around the U.S. who have been tasked with assessing several states’ release process.
The first state you have been asked to assess is a determinate sentencing state, i.e. they have guidelines that determine prison sentences. Offenders are released to parole after serving two-thirds of their sentence. For example, an offender sentenced to 18 months would serve 12 months in prison and six months on parole. This state has a revocation rate in excess of 55%. In other words, more than half of their parolees are returned to prison for primarily technical violations. This state has explored the Transition from Prison to Community (TPC) model, but implementation efforts have been stalled by staff morale issues, staff opposition to TPC concepts, and lack of understanding as to TPC implementation.
