Perspective Paper on Health Care in the US and Health Care
Reform
“Health care continuously captures the interest of the public, political leaders, and all forms of
media. News of medical breakthroughs, health system deficiencies, high costs and most
recently, federal healthcare reform through the Patient Protection and Affordable Care Act
(ACA) in 2010 [and the Medicare and CHIP Reauthorization Act (MACRA) of 2015] attract highprofile attention” (Young & Kroth, 2018, p. 1). Medicaid/Medicare and the ACA have sparked
debate in the political arena as well as at the community and personal level. As stated in Sultz’s
and Young’s Health Care USA, “Healthcare policy usually reflects public opinion. Finding
acceptable solutions to the perplexing problems of health care depends on public understanding
of health care and its delivery system.” (Young & Kroth, 2018, p. 3).
As part 1 of the final project for this course, you will begin by sharing your initial understanding
and perspective of how the health care reform (through ACA and MACRA) has influenced the
health care organization and delivery in the US. (1-2 pages due by end of first week.)
Throughout the course we will look closely at the organization and delivery of the health care to
understand more fully (“public understanding”) the US Health Care system through the health
care reform. As you read and develop further understanding throughout your reading take note
of the impact. By the end of Week 6 you will share your deeper understanding of the impact of
the ACA and MACRA on the delivery system by answering the question: “What challenged,
changed, or confirmed my original perspective on the impact of health care reform on the health
care organization and administration?
Your final submission will add to your initial perspective by answering this question above for a
total of a 4-5-page paper. This perspective paper will be worth half of the final
presentation/project grade for the course. Cite all resources (APA style) you use for information
in your paper at the end.

Part 2 of Final Project Presentation
Health Care Topic Area Choice Project
You will have an opportunity to choose one of three options for Part 2 of your final project.
Review the projects below and select one to present at the end of the course. At the end of the
first week, submit which option you will be selecting and why you chose that topic.
Students will respond to the Part 2 Final Projects by submitting one question related to the
content of the presentation to 3 different presented projects. The presenter will then be required
to answer those questions for completion of the project.
Final project will be due on Week #7 of this course. There will be a midpoint check-in for
project at Week 4.

Project Assignment #1: Personal Experience with Health Care
Delivery
When journalist Steven Brill (What I Learned From My $190,000 Surgery) was diagnosed with a
life-threatening condition that required open-heart surgery, his firsthand experiences with his
health care providers and insurance company provided personal insight into how the U.S. health
care system operates, and especially insurance billing practices and the government’s role in
improving health care. This personal event shaped his perspective as he reported on the
complex nature of the U.S. health care system and health care reform.
To Prepare for this Project use a personal experience that is related to access to health care,
cost of health care, and/or quality of health care. The real-life example may have had a positive
or negative outcome (or both); and it may reflect an individual, organizational, or population
perspective. If you cannot identify a personal experience, you may select an example from
current events (e.g., a situation described in a news article or Steven Brill’s experience).
Consider the following questions
• How does your example demonstrate the complexity of the U.S. health care delivery
system? What aspects of the U.S. health care system are highlighted by this story or
experience? What does it reveal about the following:
• The structure of the health care system
• Stakeholder interests
• How health care is financed

Project Assignment #2: Overcoming Health Care Obstacles
Using the case study transcript provided, your personal and professional experiences as
references, and examples from the resources during the course identify three major challenges
that face individuals using health care.
Outcome
Develop a detailed plan that health care administrators can implement to help overcome each of
these challenges in order to improve the patient experience and promote better health
outcomes.
Submission Requirements
• This 5-7-page paper or 7-10 presentation slides with narration (10 minute presentation)
should be completed by Tuesday of week #7 of the course.
• Instructions: For this assignment you want to be sure you:

o Consider each step of the patient process, from making the initial appointment to
full health after treatment.
o Consider how strategies may differ in health settings that are in a rural area vs. a
large city.
o Consider the financial impact of the proposed plan on the health care facility.
o Consider training or education that may need to be provided to staff to

o Consider the role of administrator support in making sure the plan is successfully
implemented.
o Clearly state how your proposed strategy will improve patient care and outcomes

If you presently work in the Health Care Field you may want to select this option
Project Assignment #3: Motivating Staff to Embrace the Future of
Health Care Delivery for your current health care position
Utilizing your current health care professional assignment, place yourself in the position of the
health care administrator for your department/office, you are managing several people of
differing ages and cultural backgrounds who have varied professional experiences and
interests. How would you motivate each person to prepare for and contribute to the future of
health care delivery in your department/office? What information would you share with your
staff? How would you convey it?
To Prepare for this Project
• Using the health care organization in which you presently work and describe your
specific position in which you work and the challenges for the future of health care in the
work you do.
• Now taking the role of the health care administrator of the department/office, appraise
the needs for the future for the job. Use your identified organization and role to provide
context for this assignment.
• Determine the format you would like to use to communicate about this topic (e.g., a
presentation to the group as a whole, a written training, one-on-one coaching).
• Develop an outline of key points; include your rationale for why professionals in the
health care field should focus on the future.
• Using the information in your outline, create a presentation or a different type of
document that demonstrates how you will communicate with and inspire staff to prepare
for the future.
