Discuss the role of government in providing social welfare.

Students will identify two key philosophical and historical bases of social service leadership and social work teaching and learning, describe their source, and how they became to be foundational to social work/social service leadership and social work teaching and learning.
a. Review the article by Reamer (2018)
b. Select any one philosophical/historical idea discussed by Reamer (for instance, mercantilism, laissez- faire doctrine, the role of government in providing social welfare, the rights of citizens to receive governmental assistance, conservative, liberal, or radical views of government’s role in the wellbeing of its citizens, allocating resources based on individuals’ merit, distribution of resources is fair and equitable, maximin policy, and everyone has a right to a minimum standard of living and resources) and describe them. Use readings for this module or your own research into these ideas to provide any background and description of this idea.
c. Select a social work issue ( from practice, teaching, management, leadership, etc) that interest you. For example, a teaching issue might be teaching of diversity or research in the social work curriculum. A practice issue may be providing in-home services/home visiting to ensure a healthy start to newborns. A leadership issue may be ensuring a diverse and representative workforce and leadership in the organization that is reflective of the community at large. Discuss/trace how the one philosophical/historical idea you discussed above is or has been influential in shaping our understanding of this issue. Here are some examples you can use in your discussion if you like. There may be other examples you can come up with that may be a better fit with your topic/issue. You are not required to use any of these examples.
how the problem/issue is defined,
what has been or is currently being done about it (such as laws, programs, and policies enacted to address it),
by the response of federal, state, and/or local governments, or
special interest groups for or against it,
how people impacted by this issue are treated/valued by society,
how people who are helping people impacted by this issue are treated/valued by society.
