The U.S. Army Research Laboratory (ARL) is
the Army’s corporate laboratory that conducts foundational research and
discovery that supports Army modernization and the Future Army of 2035 and
beyond. As the uniqueness of the ARL mission does not align well with
traditional R&D industry models, ARL desires an analysis of its business
within the industry of persistent modernization and the development of a model and
associated metrics capturing that analysis to support strategic
policy, ROI’s,
communication,
decision making, and implementation of the organizational strategy.
