Section 1: Strategic Context
Review the NSWBCN Strategy to understand its role in the national security and homeland security context, and examine the organization and logic of this current national-level policy so that you will eventually be able to provide the qualitative argument for why this document was directed by national leadership.

Section 2: Nature of the Threat
Identify the primary and secondary threats that are addressed by the NSWBCN Strategy, explaining why they were addressed by a comprehensive, fully-coordinated national policy. Provide the reader with the analytical basis for this document and the quantitative rationale for the definition of the threat.

Section 3: Governance
highlight the unique nature of coordinated and fragmented organizational structures at the SWB.
Be sure to emphasize the challenges of unity of command, unity of effort, and performance measures.
Include useful bibliographic references.

Section 4: Organizational Structures
Assume the role of a Customs and Border Protection (CBP) senior staff member. A national Department of Homeland Security (DHS) representative has asked your boss what assistance the DHS might offer in better securing the border.

Section 5: National Protection and Preparedness
provide a comprehensive summary of the specific elements of the National Southwest Border Counternarcotics (NSWBCN) Strategy, offering an executive overview.

Section 6: National Response and Resilience
explain the nexus of the SWB and the associated risks and vulnerabilities to a critical infrastructure (CI) protection plan. Identify what policies and procedures should be in place within the interagency to ensure the appropriate response and resilience given the multithreat environment that exists at the SWB.

Section 7: Cross-Domain Strategies
Examine the potential for public or private partnerships and interagency efficiencies in addressing All-Domain Awareness (ADA) challenges and coordinated efforts in the land, air, maritime, and cyber domains in the unique homeland security environment of the Southwest border (SWB).
Although this strategy has a counternarcotics focus, the SWB represents a multithreat, multidomain, multiagency challenge that poses significant challenges for homeland security planners because of the asymmetric and interconnected nature of regional crime networks and cross-border violence.

Section 8: International Factors
identify and detail the potential international players, including the role of the Department of State, President Obama’s SWB Security Bill, the Merida Initiative, and support by nongovernmental organizations (NGOs), along with counterparts in Mexico.

Section 9: Interagency Process
outline the potential for improved whole-of-government, interagency coordination among domestic and international partners. In this section of your Key Assignment, you will identify the framework for a possible policy planning effort that would serve as a catalyst for improved multiagency, cross-governmental cooperation and collaboration at the SWB.
