1.) When one thinks of organizations, it would be natural to first consider businesses. However, we are surrounded by and probably part of many other types of organizations, including religious groups, social clubs, volunteer organizations, and government. 2.) A large functional department in the state government decided to modernize their computer system. The employees were made aware several months in advance of the changes, however, the implementation date kept getting pushed back. The changes were significant and affected everyone. Many were not happy with the changes; there was quite a bit of fear and consternation. The changes meant that some employees who were used to doing things one way now had to do things differently. Some were concerned that they were not adequately prepared for the new system and lacked training. When the change came it was, at first, a disaster. Instead of the expected increase in productivity and effectiveness, there was a significant decrease.

Goal
• Prepare a proposal for incorporating online learning in a plan for improving enterprise learning for an organization.
The intention of the assignment is to demonstrate your ability to address the learning and development (L&D) needs for an organization as they relate to the organization’s current level of L&D maturity and potential for growth.
Skills development
• Competence in using a needs analysis as a foundation for creating a proposed solution to an organization’s L&D needs.
• Competence in the alignment of specific needswith an appropriate solution that integrates online learning with a broad plan for improving the organization’s L&D maturity level.
This task is the third in a series related to improving enterprise learning for a selected organization. In the first task, a case study of the organization was completed (Assignment 2). Using information from the case study (and other sources), a needs analysis was conducted to define learning and development needs and their impacts on the organization (Assignment 3). This needs analysis serves as the basis for preparing a proposal for improving enterprise learning for the organization. The needs analysis identifies specific L&D needs but also, through the impacts analysis included, provides the background required to prepare a proposal for improvement and prioritizing implementation of elements of a comprehensive L&D plan.
Based on the needs analysis (Assignment 2), prepare a proposal for addressing the needs identified. Although your proposal will present a comprehensive plan, your focus will be on those aspects of the plan that can be addressed through online learning. Explain how the proposed plan elements relate to the overall L&D model, address L&D needs, and support organizational goals. The plan must include a description of how the proposed L&D elements will be managed and measured. How will the organization be able to tell if the plan is successful when implemented? How can ongoing quality improvement be assured? What sources can you use to provide support for the elements of your proposal?
In your introduction, provide a brief overview of the organization, including its mission, goals, objectives, level of L&D maturity, etc. State briefly the nature of the needs you have identified and for which you will provide a proposal in the body of your report. Paragraphs
Readers need paragraph breaks in order to organize their reading. Writers need paragraph
breaks to organize their writing. A paragraph break indicates a change in focus, topic,
specificity, point of view, or rhetorical strategy. The paragraph should have one main idea; the
topic sentence expresses this idea. The paragraph should be organized either spatially,
chronologically, or logically. The movement may be from general to specific, specific to general,
or general to specific to general. All paragraphs must contain developed ideas: comparisons,examples, explanations, definitions, causes, effects, processes, or descriptions. There are
several concluding strategies which may be combined or used singly, depending on the
assignment’s length and purpose:
