By making this more applicable to Canadian governance and what measures the Canadian government or other levels of government have done to address the gender gap. This would require you re-focusing your research question and hypothesis somewhat, but I think it would be manageable. You should also integrate discussion of pension inequality into the research question and try to make a more explicit connection between the glass ceiling and pension funds. There are a lot of moving parts to this paper and I think it represents and improvement, but I would encourage you to think about what line can be drawn through all these parts and how it applies to Canadian public administration. If you can make those connections, even at the beginning and ending of major paragraphs, as well as in the introduction and conclusion (which needs to be written)
