Briefing Memo
You are the senior staff representative to Congresswoman Cosic. Recently Congresswoman Cosic received many letters and calls about the rise in crime after California passed Assembly Bill 109 and Propositions 47 and 57. The focus of the complaints concentrated on two themes. The first is police are not responding to the rise in crime. The second is the public was misled by Assembly Bill 109 and Propositions 47 and 57. Congresswoman Cosic intends to introduce legislation that will reform the effects of Assembly Bill 109 and Propositions 47 and 57.
She is aware that the Reducing Crime and Keeping California Safe Act of 2018 failed to make the November 2018 Ballot.
Congresswoman Cosic wants you to write her a briefing memorandum that establishes a working framework for new legislation that will go beyond the failed initiative of Reducing Crime and Keeping California Safe Act of 2018. The tentative working title for her legislation is called Real Safety for California.

Write a briefing memorandum to Congresswoman Cosic that presents a framework for a bill that reforms the negative effects of Assembly Bill 109 and Propositions 47 and 57. After conducting research, you must write a briefing memorandum that follows the following criteria:
