You can ask Google to find specific types of document forms. In many cases, budgets are posted for public consumption as PDFs. Thus, to search for PDFs only, you can type the following into a Google search:

Budget are profoundly important public documents. Were these easy to locate? How much effort did it take to find these documents? In what ways does the ease of locating these documents relate to values of transparency and accountability?
