Law Enforcement Admin

As a member of the Virtual Police Department’s Policy and Development Unit you have been called into a meeting with your supervisor, several other police commanders, and the Chief of the Virtual Police Department. This is what you are told by the head of the Criminal Intelligence Unit.
Several jurisdictions in the vicinity of Virtual have experiences “Flash Robs.” These are groups of teenagers, mostly high school age, both men and women. The group then descend on a commercial store and, on a given signal, grab as much merchandise as they can carry and flee the store in mass. The size of the group and the quickness of their action made apprehension almost impossible for the overwhelmed store employees.
Targeted stores range from sporting goods outlets, big box stores, and electronic shops, to pharmacies and liquor stores. There is some evidence that the mob is organized by codes using social media. However, it does not appear that these action are part of a larger criminal organization.
The Virtual Small Business Association is petitioning the Mayor for a plan to ensure these mobs to not attack the downtown business area. They are insisting on more police presence (particularly during peak business hours) and closer cooperation between the police and their own private security.
The Chief has decided to form a 8-unit task force. This operation will be a collaborative effort involving both the Virtual Police Department and other appropriate “partner” agencies within the community and criminal justice system. The Policy and Development Unit will draw up the proposal for the Chief to take to the Mayor. Your supervisor gives this assignment to you.
Identifying 6 and only 6 departmental units that will be included in some manner on the task force from the Virtual Police Department Table of Organization chart. (See Virtual Police Table of Organization.)
NOTE: Selection of a “Commander” (e.g., Operations Commander) as a Unit includes the official and their immediate office staff. It does not include each of the subordinate units.
2. For each of the 6 units selected from within the Virtual PD you are asked to:
a) Identify the unit and briefly describe its typical operational/administrative role and regular duties in a law enforcement agency.
b) Explain why the unit was chosen for this task force, what role it will play on the task force.
NOTE: If a unit would do the same thing whether it was part of the task force or not, there is no reason to include it in the task force. For example, the Evidence Locker would handle any physical evidence exactly the same way whether or not it was on the task force.
If more than 6 units in the Virtual Police Department have a potential role on this task force, you must select the 6 units having the most impact and/or being most useful in achieving the goal of preventing the flash robs from every occurring.
3. Additionally, you will identify 4 units in the Virtual Police Departmental units that will NOT be part of the task force. For each of these units not selected, you are asked to:
a) Identify the unit and briefly describe its typical operational/administrative role and regular duties in a law enforcement agency.
b) Explain why it was NOT chosen for this task force. Be specific. While some units’ specialty may not be involved with these flash robs. Other units could be used, but their role may not be the best choice.
4. To complete the 8 unit task force, you will also identify 2 non-departmental organizations, besides Virtual Small Business Association, from the community that should be included in some manner on the task force
a) Identify the organization, and briefly describe its typical operational/administrative role and regular duties in the community.
b) Explain why the organization was chosen for this task force, what role it will play on the task force.
c) Explain the role that the Virtual Small Business Association will play in this task force as a partner.
NOTE: You are free to select any community-based, law enforcement, or other criminal justice organization. These non-departmental organizations should provide resources and options that the Virtual Police Department does not have on its own.
As well, any organization should be identified as being part of the City of Virtual. This means that if you decide to use a real organization, such as the “Maryland Boys’ and Girls’ Club,” in your task force, you would cite to their webpage, but identify the group in your paper as the, “City of Virtual Boys’ and Girls’ Club.”
One more word of advice: This paper will be presented by the Chief of Police to the Mayor of Virtual. Make sure you use the appropriate word choices and include the information the Mayor would need.
Format Requirements
Paper must be double spaced, 11 or 12 pt font and 1” margins all around.
All APA 7th edition format requirements must be followed (cover page, in text citations, reference page). Refer to APA/UMGC – learning resources found in the content page of this course.
You must have resources to support your thoughts/opinions/information. These must be cited both in text as well as at the end of the document. Your paper should not contain direct quotes, sourced material must be paraphrased. As a member of the Virtual Police Department’s Policy and Development Unit you have been called into a meeting with your supervisor, several other police commanders, and the Chief of the Virtual Police Department. explain why this meeting was effective. Why do you believe Burke chose this type of channel—where the managers could not only directly talk to him, but they could also talk to each other—over other types of communication?

In “What Was Volkswagen Thinking?,” Jerry Useem (2016) discusses James Burke, the CEO of Johnson & Johnson, and highlights Burke’s decision to hold a meeting with his top executives to discuss eliminating the company credo. Burke was concerned that the managers were not reflecting upon the company credo for everyday decisions. He called for a debate among his top managers about the document and the role of moral duties in daily business. Instead of voting to remove it, the managers chose to revitalize the message of the credo within the company (Useem, 2016).

In your response, explain why this meeting was effective. Why do you believe Burke chose this type of channel—where the managers could not only directly talk to him, but they could also talk to each other—over other types of communication?

Your response must be at least 500 words in length.

Media Analysis Memo – chosen company (Kleenex: tissue)

Media Analysis Memo (30 points)
Introduction
In this assignment, you are asked to conduct a scan of relevant media, analyze coverage, and provide a summary of this analysis in order to assess how it may impact a client’s campaign.

For this assignment, choose a “fictional” client that interests you. For the purposes of this project, this should be a major company or organization that is playing a noticeable role in contemporary politics, society or industry. You are welcome to choose a company or organization of significance in the U.S. or in a country/region of your choice (as long as you are able to translate media sources to English for the purpose of your submission).

(we choose Kleenex: tissue company)

Identify a real or fictional messaging objective for your company/organization. You might look to the organization’s website or recent press releases for an idea. With your company/organization’s objective in mind, conduct a media scan analysis.

Directions
Set the parameters of the media scan (e.g., time frame, universe of coverage, search terms). Once all of the articles are identified based upon the parameters – you will select at least 20 news articles to analyze. You should select articles using a random process – e.g., every 5th article – or a qualitative method – e.g., most informative, largest impressions. Be sure to capture and report on the method used to select articles for analysis as part of your final memo. In other words – your approach should result in at least 20 total articles that you can review and analyze.

Analyze each article, noting, at a minimum, the following characteristics:

Type of article and source
Overall focus, from a messaging and content perspective, of each
Overall tone (e.g., positive, negative, or neutral) of each article as it relates to your client.
Potential influencers (these are defined as reporters or potential spokespeople who you believe are influential to your client and why).
Key notes (such as any key themes or take aways that may guide your final memo)
Your analysis should be presented in the form of a 3-4 page business memo plus a listing of each news item & its analysis (e.g., date, source, focus/message, tone, influencers) – similar to the chart shown in the course lecture (The list of news items can be presented as an appendix).

The memo should provide a recap of methods used to find and select the sample and the characteristics analyzed for each article. Then provide a brief summary of your findings.

Your analysis should close with a section on implications. This section will discuss how the findings from your analysis may impact your client, their campaign objective and/or messaging.

More specifically, your implications section should aim to address concrete issues such as:

Are there particular campaign messages or areas of focus that the current media coverage does not address but should?
Are there inaccuracies in the way that the media is presenting your client’s story?
Do you see messaging opportunities for your client?
Who are the key influencers with regard to your given topic and in what ways, from a messaging perspective, would you propose using them on behalf of your client?
The memo should adhere to the following guidelines:
The business memo should be directed to the client.

The memo should be double-spaced (except when using quotes)
Use 12-point font.
Number the pages in the document.
The document margins should be 1-inch.
Be sure to write concisely and to cite correctly.
Your media analysis memo will be evaluated on the following criteria:

Analysis: 15 points

The memo provides full analysis and analysis results in actionable implications for the client. The interpretation of the findings, including the selection of key examples, shows a strong sense of reasoning and paints a compelling picture that justifies the implications effectively and is clearly tied to the stated messaging objective.

Memo components: 10 points

The memo includes all necessary components including a succinct introduction of the client and their messaging objective. The objective is written clearly and shows understanding of what constitutes an effective objective. Findings are followed by clear conclusions and a table of findings is included.

Writing: 5 points

The memo is free from grammatical/writing errors, is clearly written and meets expectations for page-limits and business memo format.

*Note: you will need to decide which news search site to user for your analysis. Google news may be a good start – but the correct choice will be yours to make depending on your choice of client.

also attached a sample memo in the files, please follow the order, but do not copy.

Theories of State Formation

For this week’s assignment, we will be focusing on the state. As Dickovick and Eastwood emphasize, “[i]t is impossible to understand modern politics without understanding the state.” While there are other non-state “actors” in global politics – such as international organizations, multi-national corporations, transnational terrorist organizations, etc. – the nation-state remains the dominate and foundational political organization and the focus of modern political activity. Historians and international relations scholars date the birth of modern nation-state to 1648, when the Treaty of Westphalia ended the Thirty Years War. The outcome of that treaty resulted in the emergence of the first modern nation-states. The number of nation-states has grown steadily over the past 370 years and today there are over 190 nation-states. In recent years, countervailing dynamics have called into question the future of the nation-state. On the one hand, globalization and movements towards regional integration – notably the European Union (EU) – have led some to predict the end of the nation-state system. On the other hand, nationalist and secessionist movements are spreading and growing in number. The bottom line is that a strong case can be made that predictions of the nation-states’ demise are premature. Nationalism is a powerful force in our world and the nation-state will likely remain the dominant force in modern politics for many years to come.
Your assignment for Week 3 focuses on theories of state formation. Our reading assignments this week explore several theories that attempt to explain state formation. You are to focus on the following questions: “To what extent do any of these theories explain the formation of the United States? As we see with economic theories, worldviews, such as the Marxist worldview, can have a substantial influence on these theories. How might the Judeo-Christian worldview affect the analysis of the formation of the United States?”
