For instance, a focus on security will have negative consequences for all the other principles. A
completely secure society in the long term will necessitate severe restrictions on liberty and
prosperity and people will have little recourse to complain about the lack of equality and justice.

It would be useful to think of the paper in this fashion:
• Step One: Assume that you are allowed to reconstruct a society in the present moment.
