The trigger for the Clean Water Act is an addition of a pollutant, to jurisdictional waters, from a point source.
Provide your strongest argument that the Clean Water Act was triggered by the facts in United States v. Plaza Health Laboratories, Inc.

For each of the 3 parts, justify your answer with specific reference to the facts in the case. The majority ruled in favor of the defendant, but over a vigorous and well-reasoned dissent by Judge Oakes, further discussed in notes 5 and 6 following the case.
