Criticize the defense policy of the Japanese LDP government in light of ‘constitutionalism’

The Japanese government (the LDP) has drastically changed the interpretation of the article 9 of the Constitution since 1952.
Until today, it has barely maintained the defense-only policy. The cabinets, however, presided by prime ministers (members of the LDP) are heading towards a ‘new defense policy’ based on cabinet decisions.
The recent most important cabinet decision in 2014 accepted the collective self-defense, which had formally been considered as possible only through the amendment of the Constitution.
What is the problem of changing the defense policy based on the cabinet decision allowing the right of collective self-defense? Wouldn’t it undermine the supreme law of the Constitution? What will be the outcome of the sovereignty of the people or the principle of democracy?
