The prominent protection agency in the United States, the US
Secret Service, is most effective when protecting their “Protectees”, Secret
Service jargon for their principals, who, identified by US law or by executive
order, are afforded protection by the oldest (and some would say the
preeminent) federal law enforcement agency in the United States (predating the
FBI by 43 years). Imagine if an agency, and the agents that are sworn to
protect their “Protectees”, were compelled by their own government to testify
against their President. This was the unenviable position in which the agency
and many of their personnel found themselves when the US Department of
Justice’s Office of Independent Counsel subpoenaed the USSS, to include many
agents and Uniformed Division Officers, to testify as to the conduct of
President Clinton during the Monica Lewinski Scandal. How the agency responded
to the request, and how it affected their ability to protect the President, will
be examined.

The paper should show the nuances of dignitary protection
and how it can come at odds with other divisions of government.
